The Work You Will Do:

This advanced level Environmental Consultant position will be responsible for providing contract and procurement support to the Petroleum Restoration Program in the Agency Term Contracts section. The incumbent will be responsible for overseeing and coordinating management activities of contracted staff and has the responsibility of handling various assignments, and representing the Program, in both internal and external meetings. The position includes sections devoted to planning, contract management, technical support, and data management. The incumbent must use independent judgement and problem-solving skills to successfully accomplish the job. Critical thinking and highly effective communication and interpersonal skills are a must for this position.

This position is critical in the cleanup of petroleum contaminated facilities in Florida. The PRP Program provides funding to conduct activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida. The Environmental Consultant will work with the Administration, Site Managers, and Contract Managers to provide contract and procurement support to the Petroleum Restoration Program.

Your Specific Responsibilities:

• Directs and coordinates the development and provision of direct legal, financial, and contract negotiation support to the PRP or for major procurements as required. Identifies PRP needs and provides consultation related to the administrative, program and operational aspects of contract management and acts as liaison with the other procurement offices within DEP and DMS. Manages significant contractual formation and management; provides contractual domain expertise in negotiations, implementations, executions, and administrations of very complex contracts. Supports the staff in solicitation and contract management and supports the solicitation evaluation process to award.
• Assists in developing and sharing guidance associated with implementing the Agency Term Contracts and processes on the Agency Term Contract Team. Provides technical assistance, consultative services and direction for development, implementation, and evaluation of PRP. Reviews services, scopes of work, quotes, forms, deliverables, and reports, and confers with management and users to identify problems and improvements.
• Manages assigned contracts during their term, audits contracts for compliance, updates contract data in the PRP database and provides excellent customer service.
• Manages contracts using standard contract general conditions, special conditions, and specifications appropriate to the goods and services contracted.
• Manages and awards contracts for Quoting Performance Based Cleanup following procurement statutes and rules, specifically Chapter 287, F.S. and Rule 60A-1, Florida Administrative Code (F.A.C.).
• Responsible for and assists in writing complex technical specifications, performance requirements and evaluation methodologies used in the formal and informal solicitation processes; administers the posting of bids for Quote Performance Based Cleanup solicitations and other notices; prepares responses to questions and reviews responses for award.
• Ensures compliance with state law, policies and procedures and contract terms. Upon customer request, facilitates contract transactions.
• Periodically reviews assigned contracts within the PRP and recommends modifications.
• Monitors the life of contracts to anticipate expiration dates and to determine applicable strategies.
• Performs quality assurance and technical reviews of Task Assignments and Purchase Orders in MyFloridaMarketPlace (MFMP) for consistency, compliance with program guidance documents, assure scope in accordance with ATCs and in accordance with 62-780, 62-771 and 62-772, F.A.C.
• Provides ongoing analysis of PRP’s contracts and interprets rules, policies and procedures as needed.
• Provides oversite, guidance, and feedback to contracted staff on the Agency Term Contracts Team.
• Provides program wide metrics for all staff including contracted staff using Structured Query Language (SQL), Python and MFMP Standard Reports.
• Meet with Team Members monthly to review progress and metrics.
• Supports monthly program reporting via a standard Dashboard to make information available on State funded and Responsible Party funded Petroleum Cleanup sites to all Stakeholders.
• Participates in state-wide training conferences develops agendas and presentations. Trains, mentors, and guides less-experienced contract professionals.
• Performs other duties as assigned by management.

Required Knowledge, Skills, and Abilities:

• Knowledge of Petroleum Restoration Program Policies, Procedures and Guidance Documents.
• Knowledge of Cleanup and Procurement Rules 62-780 62-772 F.A.C., and Pollutant Discharge Prevention and Removal as specified in Chapter 376, F.S.
• Knowledge of state procurement statutes and rules, specifically Chapter 287, F.S. and Rule 60A-1, F.A.C., Knowledge of physical & natural sciences.
• Knowledge of contracting system procedures and requirements. Knowledge of Petroleum Restoration Storage Tank and Contamination Monitoring database, policies, and procedures.
• Knowledge of data collection, evaluation, and analysis to solve problems and develop recommendations for improvement of area management practices.
• Knowledge of strategic sourcing best practices and negotiation strategies.
• Knowledge of MFMP and the Vendor Bid System (VBS).
• Skill in providing technical assistance to address various levels of system needs including financial analysis, negotiation strategies and document preparation.
• Skill in working with staff at all organizational levels.
• Skill/proficiency using a computer including SQL, Python and Microsoft Office (Word, Excel, PowerPoint, Access).
• Skill in creating and making presentations.
• Skill in communicating effectively, both orally and in writing.
• Skill in providing great customer service to both internal and external customers by dealing with people in a tactful and courteous manner.
• Skill in collecting data and the using metrics in evaluating and developing best practices.
• Skills required to manage complex contamination cleanup projects.
• Ability to prepare budget documents, prepare implementation and project plans, and manage and successfully conclude complex and difficult tasks.
• Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures.
• Ability to coordinate environmental contracts.

Required or Preferred Qualifications:

• Bachelor's degree from an accredited college or university and three years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.
• Preferred: Bachelor’s degree in a scientific field.
